The National Database Registration Authority is the competent authority to issue NICOP to a citizen of Pakistan who resides in a foreign or intends to go for employment/study.
Any person of Pakistani nationality can apply for NICOP and s/he can visit Pakistan without a visa if she/he has dual nationality. While applying for NICOP, always it is compulsory to provide a passport number.

An applicant can apply personally at the NADRA Registration Center (NRC) OR through the Pak Identity website.

NICOP application can be done by visiting the NADRA Registration Center (NRC) close to you.
- This will be followed by the issuing of a token.
- Your photograph shall be taken
- This is when the specimen will be asked to provide his/her fingerprints and shall be asked to sign some documents too.
- Your required data entry will be done and the form will be printed for you self for have a look over.
- You will then be given a hard copy of the filled-up application form that you will also need to sign.

Citizens of Pakistan living abroad can get their Smart National Identity Card for Overseas Pakistanis or SNICOP through the Pak Identity website and get it at home.
NADRA New NICOP Fee for Germany in Rupees
Nadra presently has two different fee structures for NICOP. It has grouped all the world’s countries into two regions; region A and region B, and the fee varies for both regions. Since Germany lies in Zone A the normal fee for new NICOP is Rs11,340, the urgent fee is Rs16,589 whereas the fee for executive service is Rs21,820.
