Universities Reject Prime Minister’s Supreme Authority Over HEC

The Federation of All Pakistan Universities Academic Staff Associations (FAPUASA) has expressed strong disapproval over the Federal Government’s recent decision to introduce the Higher Education Commission (HEC) Bill 2023. The bill was presented without prior consultation with stakeholders, a move that FAPUASA argues is a clear violation of provincial autonomy as guaranteed under the 18th Amendment.

The federation, which includes provincial chapters and is led by President Dr. Kaleemullah Bareach, along with members of the Executive Council, issued a joint statement expressing their concerns. They view the introduction of the bill as an attempt to undermine the autonomy of the HEC and universities across the country.

The proposed bill, according to the statement, gives the Prime Minister direct authority over the appointment of the HEC Chairperson and members. This not only reduces the number of members but also eliminates provincial representation. Furthermore, the bill restricts provincial assemblies and governments from establishing new universities.

FAPUASA emphasizes the importance of involving provinces and primary stakeholders, particularly teachers and their elected representatives, in such significant legislation. They argue that before any decisions were made, the provinces and stakeholders should have been consulted and invited to participate in constitutional forums, specifically the Council of Common Interest.

In conclusion, the federation’s rejection of the Prime Minister’s supreme authority over the HEC underscores the need for a more inclusive and consultative approach to shaping the future of higher education in Pakistan.
