NADRA is the authority that provides NICOP to the intending foreign-bound Pakistanis or those settled in other countries.
They only scattered power over NICOP to NADRA, which can automatically manage and record all the overseas Pakistanis living in the UAE, Saudi Arabia, or any foreign country.
Every citizen holding dual nationality and having a NICOP card can do it without issue, as visa-free entry into Pakistan is not an issue.
Pakistani residents of the UAE can obtain the new Smart NICOP through the Nadra centre in the Pakistan embassy. People in the UAE can, for example, use the Pak Identity app to renew their NICOPs without having to go to some physical centre.
NADRA has different fee structures for Smart NICOP based on regions, and the UAE falls under Zone B. The fee for applying for new or renewing the Smart NICOP in this region is as follows:

If you decide to use option 6, which involves applying online for the NICOP, you will be billed in dollars. The current fees for UAE, to be realized by August 2024, are the normal fee, which is $20, the urgent fee, which is $30, and the executive fee, which is $40.
